There could be a number of reasons.

1. Your course may not be using Blackboard. Use the Course Finder to see if your course is offered there. 
2. Are you sure you are using the correct login information?
3. Have you checked your browser?
4. Have you done all the Windows updates?
5. Have you checked your computer for spyware?
6. Your course may have not been created yet.
7. Are you trying to access your course before the first day of classes?
8. When did you register? It takes 24 to 48 hours to be enrolled if you registered late.
9. When did your professor request the course? It takes 24 to 48 hours for students to be enrolled in a course if the professor requested the course late.
10. Your professor may have temporarily taken the course offline to upload content.
