Why do I have to pay fees for services I never use or intend to use?

Many fees are "universal" fees paid by all students, whether they use the individual service or not. For instance, all students are assessed a library fee, yet they may never use the library; however, the library fees collected help support the library services for all students to have available. Certain fees are also mandated by state law. Generally speaking fees are assessed to benefit the largest number of students who might be anticipated as needing the use of the service.
