Can I change to a different phone with a different number after I have the Two-Factor Authentication service? 

Yes, you can change to a different phone with a different number. You will need to reactivate Duo mobile on the new device, and if it's a different type of device (for example, if you're going from Android to iPhone), then you will need to make sure that you select the new phone type before reactivating.
