The new Outlook 2011 for Mac client only supports accounts that reside on the new Exchange 2007 (email.uh.edu) server or higher. Please consult the document below from Microsoft on how to configure Outlook 2011 for Mac to check your Exchange account:

If your account resides on the older Exchange mail server (exchange.uh.edu), please work with your departmental IT staff to have your account converted to the new system.
